Preparation of an Automated Advance Payment Processing Workflow

The project developed and implemented a pilot solution that uses artificial intelligence (AI) to automate the processing of advance payment documents and extract metadata from receipt and invoice images. The system ensures easy access to necessary forms and information, enabling automatic document completion.

The Significance of the Project for Riga

Before the implementation of this project, thousands of advance payment documents were processed manually each year, requiring significant human resources and increasing the risk of data entry errors. The fully paper-based process was time-consuming, and information had to be entered into two separate systems – ELISS (document management) and ACTO ERP (resource management). By introducing automation, the process has become faster, more cost-efficient, and supports better financial flow management within the municipality.

Target of the Project

The project aims to validate the potential of generative artificial intelligence for optimizing advance payment business processes, reducing manual data entry, and implementing a structured, automated data processing system.

Project Activities

✔ Development of a sandbox solution within the Microsoft Azure infrastructure.
✔ Creation of a Microsoft Teams virtual assistant for preparing advance payment requests and settlements.
✔ Automated extraction of metadata from receipts and supporting documents.
✔ Feasibility analysis and preparation of scalability scenarios for other municipal processes.
