The project “Pilot project for a generative artificial intelligence semantic search solution (chatbot)” was implemented to evaluate the potential of artificial intelligence solutions in streamlining internal work processes in local government.

The Significance of the Project for Riga

A significant part of the daily work of municipal specialists is spent searching for information in internal documents. Testing innovative semantic search and generative artificial intelligence solutions allows us to evaluate opportunities to improve work efficiency, reduce administrative burdens, and make data-driven decisions about technology implementation in the Riga municipality.

Target of the Project

Check whether SIA Tilde’s generative artificial intelligence chatbot can reduce the time spent searching for information in municipal internal documents and provide accurate and quick answers.

Project Activities

✓ Preparation of knowledge base documents and test questions;
✓ Consultations on structuring and adapting the knowledge base;
✓ Adaptation of the chatbot and insertion of the knowledge base;
✓ Testing of the knowledge base by the developer;
✓ Training of employees involved in using the platform;
✓ Testing of the solution on the part of the municipality;
✓ Making improvements after testing;
✓ Analysis of test results.

Project Results

✓ Identified advantages of the technology (speed, links to sources) and disadvantages (significant manual work in data preparation);
✓ Obtained an assessment of the human resources required to maintain the solution;
✓ Conclusion that at the current stage, the solution is not ready for widespread implementation without additional resources;
✓ Decision to conduct comparative testing with an internally developed solution.
