SEED: Doughnut Economics Approach for Sustainable Decarbonisation and Resident Engagement

The project applies the Doughnut Economics approach to address both environmental and social challenges simultaneously. To reduce carbon emissions and build a sustainable, people-friendly city, an integrated and intelligent approach is needed—one that combines sustainability, innovation, and public engagement. This framework allows the city to analyse decarbonisation measures within a broader context, considering both environmental limits and residents’ well-being, while emphasising the importance of civic participation in urban development.
The Significance of the Project for Riga
In Riga, transport-related emissions contribute significantly to the city’s carbon footprint, reducing air quality and negatively affecting public health. This project aims to identify sustainable solutions that not only reduce pollution but also improve the urban environment, strengthen community involvement, and support a just transition toward climate neutrality.
Target of the Project
To support CO₂ emission reduction in Riga through innovative measures and inclusive processes, with a focus on civic engagement to build a sustainable and resident-oriented city.

Project Activities
✔ Civic and expert engagement – tools are developed to co-create Riga’s “City Portrait”, combining situational analysis and a future vision;
✔ Strategic planning – project results are integrated into key development documents such as Riga’s Sustainable Development Strategy 2030;
✔ Testing innovative solutions – new transport and mobility approaches are implemented in the most polluted zones to reduce emissions.

✔ Informative website – accessible platform for information on decarbonisation actions and urban planning;

✔ Engagement tools – developed to foster public awareness and involvement;
✔ Low-emission zones – launch of transport-related decarbonisation measures.
