Riga is participating in the European City Leadership Forum, bringing together 20 European cities and their representatives to exchange knowledge, experience, and best practices in the fields of digitalization, artificial intelligence, and smart city development.

Riga has successfully positioned itself internationally as a rapidly developing smart city, actively advancing a wide range of initiatives in smart technologies and innovation projects that serve as a foundation for creating valuable solutions and services for society. For the third consecutive year, Riga has been invited to participate in the forum, sharing its experience in digitalization and smart solutions while strengthening collaboration with leading European cities. Through participation in roundtable discussions and direct dialogue with municipal representatives, city leaders, and innovation experts, there was a valuable opportunity to exchange best practices in smart city development. The forum offered a comprehensive programme of discussions, presentations, case study sessions, and site visits to key infrastructure projects.

One of Riga’s key smart city development priorities is to promote the integration of artificial intelligence and digital technologies into municipal operations, with the aim of improving decision-making, service quality, and overall efficiency. By leveraging data analytics, secure data governance, and modern digital solutions, the city can develop new services for residents and businesses, while also optimizing internal municipal processes and enhancing operational effectiveness.

Participation in this international forum provided an opportunity to:

  • Gain insights into the experience and best practices of other cities in applying artificial intelligence within municipal operations, particularly in decision-making, data analytics, and service automation;
  • Learn about the latest approaches to urban digital transformation, including secure data governance, data integration, and the development of digital platforms;
  • Establish new connections with representatives from European cities working on the implementation of AI and digital technologies in urban governance;
  • Explore how EU cities can collaborate more effectively to leverage funding opportunities for digital transformation and innovation projects;
  • Understand how cities can develop sustainable business and governance models to scale solutions from pilot projects and experimental initiatives to full-scale digital deployments;
  • Discover practical use cases of AI and data analytics across areas such as urban governance, mobility, public services, safety, and citizen engagement.

One of the key insights shared among the cities represented at the forum was that the rapidly growing enthusiasm around new technologies can often overshadow fundamental principles. Openness and a genuine willingness to understand the needs of residents, as well as the strategic objectives of the municipality, must come first. This understanding needs to be embedded in a clear and purposeful digital strategy, supported by the systematic collection and analysis of high-quality data. Only on this foundation can cities develop solutions that are not only technologically innovative, but also meaningful, scalable, and capable of delivering long-term impact. At the leadership level, this implies consistently strengthening data governance capacity, fostering cross-sector collaboration, and ensuring that every new initiative is anchored in a clearly defined problem and measurable outcomes.
