EvoRoads – Mobility Solutions for Improving Safety Across Different Road User Groups

The EvoRoads project focuses on improving road safety, with special attention to vulnerable road users, such as cyclists and e-scooter riders. Riga is one of six pilot cities in Europe where new data-driven solutions is being tested and developed to reduce traffic accidents and enhance infrastructure safety.

Why is this project important for Riga?

The European Commission has set a goal to reduce the number of fatalities and serious injuries on European roads by 50% by 2030, moving towards the “Vision Zero” target—zero road fatalities. Achieving this requires innovative solutions that improve data collection, analyze risks, and modernize traffic infrastructure. EvoRoads will support Riga in enhancing road safety through targeted, data-driven improvements.

Project Objective

To develop data-driven solutions for improving traffic safety, enabling better risk analysis and infrastructure adaptation to reduce the number of accidents, especially among vulnerable road user groups.

Project Activities

EvoRoads’ project vision will be accomplished through 5 specific objectives that investigate methodological, economic, technical, and regulatory aspects of road safety:

✔ Develop a multi-layered evolutionary safety assessment framework, integrated into a safe mobility data space, capable of dynamically scoring road safety criteria and quantifying safety-related Key Performance Indicators (KPIs)
✔ Facilitate holistic monitoring of urban and rural road infrastructures through the deployment of a federated platform of interconnected services and tools
✔ Develop a compliant to the ‘Safe System” approach integrated safety management platform
✔ Deploy and validate the effectiveness of the EvoRoads solutions in 4 representative cities and areas, covering varying EU urban and rural contexts, road safety quality levels and social conditions
✔ Assure the exploitation and standardisation of the proposed solutions, and provide policy recommendations documenting the lessons learnt to support EvoRoads’ innovations take-up

The project will monitor and assess the severity of defects in the city’s infrastructure. Special attention will be given to monitoring infrastructure used by micro-mobility vehicles (bicycles, e-bikes, e-scooters, e-skateboards), considering the increasing number of traffic accidents involving these users in Riga.

Additionally, the project will focus on monitoring accident hotspots to analyze the relationship between accident severity, road user behavior, and infrastructure conditions as part of the new safety KPI analysis.

Use Cases

✔ AI-driven solutions and sensors for automated detection of infrastructure defects and damages.
✔ Low-cost solutions for monitoring and upgrading infrastructure, particularly for vulnerable road users (VRUs) and micro-mobility users.
✔ A Digital Twin of road infrastructure, integrated with a data-driven accident analysis and traffic monitoring system, enabling dynamic evaluation of multidimensional safety criteria.

Expected Project Outcomes

✔ Improved road safety solutions tailored to Riga’s needs.
✔ New technologies enabling more efficient data collection and analysis.
✔ Sustainable improvements that will remain the property of the city after the project concludes.
