Ensuring Public Transport Priority at Signalized Intersections Using License Plate Recognition and Vehicle Type Classification
Status: Realized projects

The project introduced a new public transport recognition system at the intersection of Ulmaņa Gatve and Vaiņodes Street in Riga. The system automatically identifies and distinguishes between buses and trolleybuses, allowing traffic lights to prioritize each transport mode separately. This innovation ensures smoother and more efficient traffic flow across the intersection.
The Significance of the Project for Riga
To improve public transport flow and efficiency within the city, it is essential to ensure priority for public transport at intersections. Traditionally, traffic lights are controlled using overhead line detectors, as well as video and thermal sensors. However, these technologies are insufficient in cases where different public transport types — such as buses and trolleybuses — require distinct signal phases.
Target of the Project
To enhance the movement of public transport in the city by developing a technology that automatically detects approaching vehicles, adjusts traffic light phases according to specific routes, and enables the creation of new routes where public transport operates independently of traffic congestion.
Benefits for Residents
✔ Fewer traffic jams on public transport routes and more predictable travel times
✔ Improved accessibility and reliability of public transport, encouraging greater use among residents
✔ Increased traffic safety and reduced environmental pollution by minimizing idling at intersections
Project Activities
✔ Installation of video cameras equipped with license plate recognition and infrared lighting
✔ Integration of “Rīgas satiksme” bus license plate database
✔ Deployment of a new traffic light control program with dedicated signal phases for buses and trolleybuses
✔ Calibration and testing of the system under real traffic conditions
Implementation Area
Intersection of Ulmaņa Gatve and Vaiņodes Street
Project Results
✔ First implementation in Riga of a real-time public transport type classification system
✔ Development of an innovative traffic signal plan serving as a foundation for future projects
✔ Improved public transport flow in new routes unaffected by congestion
✔ Increased average travel speed of public transport along routes and between stops
✔ The project supports Riga’s Sustainable Development Strategy goals — prioritizing public transport, improving mobility, and enhancing traffic safety
